Yes. The 40 x 80 plinth puts the mass of a water-filled 30 x 70 bowl onto a compact footprint, so it wants a level concrete pad or solid masonry pavers underneath. Level matters for the look as much as the stability: out by a few millimetres and the water spills over one side of the rim instead of evenly around it.
Where does the LED light sit in the bowl?
